To attach an existing footnote to existing measurement find the measurement on 'datablock browser' panel of add measurement tab or on review & sign off tab and click at measurement's 'edit' link. This will open the measurement edit form. Then click 'attach existing footnote(s)' and select footnote to attach by clicking on footnote's number on the footnotes list.
